Financial Impact

The 7.5% increase will result in additional revenues of Three Million, One Hundred Thousand Dollars, ($3,100,000.00) in the Water Renewal Fund FY18.

BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE CITY, IDAHO:

 

Section 1.              That Title 8, Chapter 11, Section 7.02, Boise City Code, be, and the same is hereby amended to read as follows:

 

Section 8-11-07.02 Operation and Maintenance Fees

A.              Fixed Charge for Zero Use

There shall be a six dollars and sixty five cents seven dollars and fifteen cents ($6.65 $7.15) minimum charge for zero cubic feet of water used.

 

B.   Charges for Unmonitored Connections

The monthly sewer charge for users with unmonitored connections to the wastewater system shall be determined as follows:

C.   Charges for Monitored Connections

The monthly service charge for fee users with monitored connections to the wastewater system shall be established according to the following rates:

$516.64 $555.39 per thousand gallons of daily average per year.

$273.20 $293.69 per pound of BOD daily average per year.

$214.54 $230.64 per pound of TSS daily average per year.

If the City determines that ammonia-nitrogen (NH3-N) is a component for which the user should be charged, the following rates shall apply:

$273.20 $286.56 per pound of BOD daily average per year.

$214.54 $230.64 per pound of TSS daily average per year.

$71.61 $76.99 per pound of NH3-N daily average per year.

D.   Temporary Lift Stations

The monthly charge for each person served by a temporary lift station shall be seven dollars and twelve cents seven dollars and sixty-six cents ($7.12 $7.66).

E.   Low Income Discount

Residential customers may apply for a low income discount on residential sewer service, by making application to the Public Works Department of the city. Applications shall be submitted annually with updated financial information confirming annual family gross income. The Public Works Department may reduce the charges for sewer service by 30% upon determining that the customer is experiencing financial hardship. Financial hardship shall be deemed to exist when an owner’s annual family gross income is at or below the low income level indicated for a family of similar size on the current “Low Income Guidelines” chart employed by the City in the administration of the Community Development Block Grant program, and shall be verified by the previous year’s Federal tax return.

 

              Section 2.              That Title 8, Chapter 11, Section 7.03(H), Boise City Code, be, and the same is hereby amended to read as follows:

 

Section 8-11-07.03 Miscellaneous Fees

H.   Septage Dumping

The charge shall be eighty one dollars and seventy cents eighty seven dollars and eighty-three cents ($81.70 $87.83) per thousand gallons of septage, sewage, or effluent dumped, but such charge shall never be less than five dollars ($5.00) for each use or act of dumping. The surcharge for after hours dumping shall be ten dollars ($10.00).

 

              Section 3.              That Title 8, Chapter 11, Section 7.03(I), Boise City Code, be, and the same is hereby amended to read as follows:

 

Section 8-11-07.03 Miscellaneous Fees

I.   Decant Facility Service

The fees for decant disposal service shall be a minimum of fifty-three dollars and sixty-six cents $49.91 ($53.66) for up to one cubic yard of material, plus $49.91 fifty-three dollars and sixty-six cents ($53.66) for each additional cubic yard rounded up to the nearest whole yard. This charge shall be based on the amount of materials deposited into the Decant Facility as determined from a physical measurement of the debris pile by a Boise City employee.

              Section 4.              This Ordinance shall be in full force and effect on October 1, 2017, after its passage, approval, and publication.
