WHEREAS, Mayor’s Office staff and the Department of Aviation recommend approval of the Agreement for Consulting Services between the City of Boise and Kiley & Associates, LLC, for support of a future F-35 mission at Gowen Field; and,
WHEREAS, Mayor’s Office staff and the Department of Aviation believe that it is in the best interest of the City to enter into a one year professional services contract with Kiley & Associates, LLC; and,
WHEREAS, Mayor’s Office staff and the Department of Aviation recommend waiving the purchasing regulations and requirements limiting the maximum service contracts value to less than $100,000.00 when the formal bid process is not utilized; and,
WHEREAS, Mayor’s Office staff and the Department of Aviation recommend approval of the attached Agreement for Consulting Service with Kiley & Associates, LLC.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE CITY, IDAHO:
Section 1. That the Agreement for Consulting Services, by and between the city of Boise City and Kiley & Associates, LLC, attached hereto and incorporated herein by reference be, and the same is hereby, approved as to both form and content.
Section 2. That the Purchasing Regulations (BOM Reg. 8.04c(II)(D)(1)-(2) and Reg. 8.04d(II)(A)-(B)), limiting departmental purchasing discretion for professional service contracts to under $100,000 is hereby waived.
Section 3. That the Mayor and City Clerk be, and they hereby are, authorized to respectively execute and attest said Agreement for Consulting Services for and on behalf of the City of Boise City and waive the Purchasing Regulations not to exceed value.
Section 4. That this Resolution shall be in full force and effect immediately upon its adoption and approval.
